The Dept. of Homeland Security (DHS) has activated its National Infrastructure Coordinating Center (NICC) that is posting information, including flood maps, on the Homeland Security Information Network (HSIN) under a tab "Hurricane Irene". The NICC is at (202) 282-9201. If you don't have a HSIN login, email nicc@dhs.gov. You can also sign up for information updates at FEMA-NRCC-Private-sector@dhs.gov or (202) 212-2240.
